    "An Act relating to the payment of insurer examination expenses,                                
    to the regulation of managed care insurance plans, to actuarial                                 
    opinions and supporting documentation for an insurer, to                                        
    insurance firms, managing general agents, and third-party                                       
    administrators, to eligibility of surplus lines insurers, to prompt                             
    payment of health care insurance claims, to required notice by an                               
    insurer, to individual deferred annuities, to mental health benefits                            
    under a health care insurance plan, to the definitions of 'title                                
    insurance limited producer' and of other terms used in the title                                
    regulating the practice of the business of insurance, and to small                              
    employer health insurance; repealing the Small Employer Health                                  
    Reinsurance Association; making conforming amendments; and

 Insert a new bill section to read:                                                                 
"* Sec. 49. The uncodified law of the State of Alaska is amended by                               
adding a new section to read:                                                                       
 INSURANCE TASK FORCE. (a) The insurance task force is                                              
created in the legislative branch. The president of the senate and the                              
speaker of the house of representatives shall each appoint three                                    
members from each body and two members from the insurance                                           
industry to an Insurance Task Force. If a member of the task force                                  
ceases to be a member of the appropriate legislative body, the                                      
appropriate appointing authority shall appoint a replacement. The                                   
division of insurance shall provide staff support and administrative                                
services to the task force. Members of the task force do not receive                                
compensation, but are entitled to per diem and travel expenses                                      
authorized for boards and commissions under AS 39.20.180.                                           
 (b)  The Insurance Task Force shall examine                                                        
  (1)  factors leading to the increased cost of health care                                         
insurance;                                                                                          
  (2)  the market forces affecting the growing number of                                            
uninsured; and                                                                                      
  (3)  the effects of cost shifting in the medical care and health                                  
insurance industries.                                                                               
 (c)  The Insurance Task Force shall submit a report to the                                         
legislature three months after receiving the reports and conclusions of                             
the pending studies of the uninsured by the division of insurance. The                              
report must summarize the findings and recommendations of the task                                  
force, including recommendations for

  (1)  alternatives for achieving more efficient, cost-effective                                    
delivery of health care insurance to uninsured residents in the state;                              
  (2)  statutory, regulatory, organizational, and management                                        
changes that may be necessary to carry out the recommendations of                                   
the task force.                                                                                     
 (d)  The Insurance Task Force is terminated June 1, 2008."
